ESSER II/III Information
Data shows that the pandemic has had a significant impact on student learning, both across the country and in Tuloso-Midway ISD.
The American Rescue Plan (ARP) Act of 2021, Public Law 117-2, was enacted on March 11, 2021. The ARP Act provides additional funding for school districts to respond to the COVID-19 pandemic. The Education portion of ARP is known as the Elementary and Secondary School Emergency Relief (ESSER II/III or ARP ESSER) Fund.
Public notice of the intent to apply for these funds was conducted through a public meeting of the TMISD Board of Trustees, convened on July 20, 2021. TMISD has applied for and expects to receive about $5.6 million in ESSER II/III funding.
The purpose of the ARP ESSER II/III fund is to address learning loss and support the safe reopening and sustaining safe operations of schools while meeting students' academic, social, emotional, and mental health needs resulting from the COVID-19 pandemic. These funds address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools.
ARP ESSER II/III provides resources for critical one-time investments, time-limited programming to respond to the pandemic, and innovation that can redefine student learning, acceleration, and development.
A stakeholder survey was provided to allow for public input and to determine and prioritize needs. Survey respondents identified the following areas of significant need -

- Health & Safety/COVID Mitigation
- Community Engagement

Our goal is to assure a prosperous, safe and healthy learning environment while providing a continuity of services in academics, social/emotional health, and physical health and safety for all students.
